What is the difference between data-first and call-first verification?

Call-first tools treat the phone call as the product: an AI agent dials the payer for most verifications, and data channels reduce how many calls are needed. Data-first tools treat the call as the exception: they resolve most verifications from EDI, payer rules, the provider's contracts and claim history, and call only for the residual cases nothing else can answer.

Both approaches can return specific benefit details. The difference is cost structure and consistency. Every call has a duration and a price, and two representatives at the same payer will answer the same question differently on the same day. Data-first tools need upfront configuration, fee schedules and a stack of representative EOBs, before they are useful, which is the trade-off.
